He's talking about the fact that we've already said we don't want to ruin the early game experience by allowing players to skip it. Therefore, we removed all the store packs involving clothes and 'free' skills. We thought that being able to buy skills was too much like P2W. And we just didn't like the idea of entire advanced sets of clothing being available in the store. Changes to the game with the way things are slotted have somewhat reduced the benefit of buying those clothes as a newbie, but we still prefer to keep it to capes and hats.
