Toolbelts

Anyone know what skill is needed to unlock the journeyman and master toolbelts? wiki doesn't list a skill requirement but I think it's wrong.

Oh any the flint and steel can't seem to find where to make that either or what skill is needed for it.

Think I found the skills tanning and fine leathercraft for them but still what skill for flint and steel? metal amalgamation? metal smithing?
