Question about Trial by Fire

Does it activate automatically if the attacked town has no authority on its town bell?

I don't understand your question. It activates a certain amount of time after it is built.

My question was that if it behaves normally when the town bell is out of upkeep. I was wondering if it would take the same 24 hours for the trial by fire to activate or if it's instant
