Does mines and mountains affect my sifting?

Does the amount of mines and mountains i have increase my chance of getting black sand when sifting?

It lowers the difficulty of the rubble chipped by you.

It won't help you find more Black Sand for all I know. It will lower the difficulty of gems which will make them quite easy to cut.
