Because it's when more people get on, therefore more people doing things that can possibly crash the server.

It appears the server is stuck at crashed instead of it's normal routine. I imagine it will be a while before it is up.

Shutdown I assume means that someone is looking at the crash. Server has to be shutdown after it is crashed.
