Differentiate scents that has been judged guilty somehow. Preferably by changing icon. Or at least change name and/or tooltip. And state on tooltip that you need to click with judged scent on stocks to summon criminal.
Same with whipping - say on whip tooltip that you need to click stocks, as if you where to whip it and not person in it.

Scents that have been marked guilty do indeed have a tooltip that says this though.

More paveable options, for example the special bricks. Fallen Brick of Babel gives off crimson red, Jericho is a blue-ish gray, Sodom is yellow.
Or lime being paved is a white marble-like ground.

I would be pretty annoyed if there was some cash-shop only sickle appearing in tool pack, thus lowering the chance to get some useful tools out of it.
