can someone please tell me under what circumstances someone can take over your town bell?

Can someone else build a town bell near my pclaim, or even over my pclaim, and how will that affect my base?

Yes they can take over your base this way if they have enough silver and authority. It's pretty costly so it doesn't happen too much anymore.
