Conceptually what you're describing is impossible (a solution to latency) while giving musicians complete autonomy of manually playing notes. Should these instruments actually be playable (), the best solution would, imo, be to implement something like LOTRO's music playing. It's my understanding that they use a .abc library (like Starbound, if you're familiar) so that players can share the file and play together when joining a "band." In LOTRO (correct me if I'm wrong, I haven't played it only did some light research), you can play notes as well as .abc files, creating your own music as you play in game.
Of all the nice things possible, though, this would be the nicest.
