JC is right, and Marp is right also. My speculation is that JC recently get short-sighted and forget to wear his glass while looking at the picture. Also, the background matters. This can be seen as an illusion.
Then again, reddit claims that this image is photoshoped, and is originally blue and black.

Actually, if I tilt the screen on my laptop far enough and colours get corrupted it indeed turns into black and blue. Guess someone needs to buy a better monitor

Probably depends on the light in the room in which you are watching it. I can imagine that more light you have around the more blueish the dress seems.
