Because devs don't want it to automatically restart. They want to investigate the crash first.

down time also depends on what caused the crash and how easy it is to fix it

the fix is usually quite quick. they either fix it or disable something until the fix has been made.

long downtimes come since europeans just have to try everything and just have to break the game just after devs go to sleep.

best fix would be if they find someone from other timezones to fill the part.
