no, you are not able to kill someone that has no outstanding scents. HOWEVER, if you can access their homestead, you can steal from their inventory leaving standard larceny scents. Thus, altvaults require one leanto per character as well only being as secure as the base their leanto is in. Effectively, altvaults are no more.
