Nektaris aka canaan and other names is a known scammer. He has been outed as a scammer on multiple occasions as well as being observed lying about other people. There has been some suspicion he invited necrobane to his town for the purpose of killing him, however i think that was actually false.

I think Nektaris was genuine in his wish to create a friendly town. He had no intent to kill or scam anyone even people as annoying as Necrobane. But when we got betrayed (by Necrobane), his primitive instinct of scammer took over and, well, now he got what he deserves.
And I do confirm that the person whipped by the Russians on the top corner of the stockades right next to the judge, is indeed Nektaris.
