Unless someone can come up with a better system I don't see the point of everyone demanding it be changed, its easy to become one of the top 10 towns, I have several times with out even trying to, and the system seems to work more or less as intended its just not as interesting as the devs thought it would be.
The only thing that could make it 'not interesting' is the lack of drama posts from all the people who are dropping and fighting over them.
Players drop the claims, defenders come out to break them, sometimes the defenders kill an aggressor, sometimes the defenders themselves get ambushed and killed, other times the bell stays up and does massive damage. Sometimes the people who drop the bell just 'leave' and get tons of 'free' damage to their enemy. Other times I'm sure they are watching twitch on a 2nd monitor or dual boxing while they 'pretend' to guard the bell.
The mechanic itself is hyper interesting for everybody who is using it. It is boring for those who don't have god powers to watch, and don't care to participate themselves.
At the end of the day I continue to see nothing wrong with this. Its promoting confrontation, its promoting fights, and its giving the players who are dedicated enough to compete a fairly good amount of silver each week. I completely respect that there is an entire faction who could care less about fighting with other players for free silver. They shouldn't pretend they don't want free silver, or don't like the mechanic, and just acknowledge that the root of their concern is that they quite simply don't want to possibly lose their character in a confrontation. This mechanic is 1000% more interesting than 99% of what you are doing RIGHT NOW in Salem, because it carries the VERY real risk of death. THAT is the reason the majority of people stay away from it, and THAT is the reason that those who do take the risks of being in the top 10 are appropriately rewarded.
