Hmm maybe a way of giving them to the Wilderness guide who, gives them to players after they have picked a finial leanto location provided they have a unique IP address.

IP address in no way is a determination of unique players. One person can use 100 IP addresses and 100 people can have the same IP address even if they don't know each other.
