Fact of the matter is; most soldiers don't aim proper when they shoot, they just fire in the general direction.
They got the means to kill, yet they wont. Most people can't/won't even defend themselves.

i fail to see how soldiers "not shooting proper" on the battlefield against other soldiers shooting back applies to a civilian setting where the targets are unarmed people in a grocery store or shopping mall.
