The way personal claims and town claims work have never really made any sense to me, here are some thoughts I have had about them:

In my mind personal claims shouldd be just that, personal, in that they are not meant for more than one player living on them, while towns are claims meant for more than one person. Getting the increased versatility and security of townclaims is then payed for by the fact that they are more expensive and that tresspassing on them and so on. This difference has recently been further increased by allowing the owner of a p-claim to destroy buildings without soak. This however leads to an awkward situation where people layer p-claims on top of town-claims which in my humble opinion is stupid as this, among other things, leads to people not being able to carry stuff around the town without the risk of getting stuck on someones p-claim where they have tresspass but not stealing rights.

To rectify this situation I would like to propose the following changes:
P-claims should no longer be buildable on top of townclaims and townclaims should not be able to expand "over" p-claims, or perhaps p-claims could be made to negate townclaims, imo doesn't really matter which way this is done. It goes without saying that towns should still be able to buy out p-claims.

Add a new claimtype that can only be placed on townclaim, this claim should cost less than a regular p-claim and have upkeep separarate from the townclaim. These claims should have the same permission-types as a normal p-claim, but performing crimes on these claims should not require any special skills for town-members. Also crimes perfomed on these claims should not leave summonable scents only such scents that can be used for tracking. These claims should Not allow the owners to smash things without soak. I think this would make towns work more logically while providing ample oportunity for drama.

Mayors should be able to give members of their town the ability to smash things with constant soak. Imo no-soak destroying should be reserved for p-claims but not allowing townmembers to destroy things without arson seems silly, and doesn't really seem to be the reason for the resent changes. Also this would allow for delicious backstabbing.

Another thing that would be awesome would be the ability to join a town with your account instead of an individual character. At the momen the game really favors the use of alts and from the looks of it this isn't going to change any time soon.

People without corresponding permissions can't set or expand personal claim on town claim.
