Smelter Degrading

Did I miss something here? my smelter was totally degraded even though its on a Walled in P-Claim. I repaired it with 4 iron bars but it was only at 2% repair...something change while I was away?

Same thing happened to my smelter as well and I'm sure it was 100% repaired before the last patch.
