I think a better idea would be to allow us to extend and existing terrain in to adjacent dirt through some kind of time and phlegm intensive task. Watering does not really make since if you are growing back Badlands.

What would make sense for terra-forming on this level? I don't dislike the idea but don't immediately see an item or mechanic that I like for it.

Maybe using some sort of fertilizers like lime and/or ash on top of the dug out area? IRL my backyard "biome" is pretty sour, so I have to use lime to prevent moss growth on it.

Because a terrain is more than just what is growing on the ground I don't know if there is a mechanic that will make perfect sense, but the easiest solution would probably be to allow people work the ground of any dirt tile with a hoe and have a chance for it to extend the terrain of an adjacent tile into it. It should be intensive work though so that large scale altering of the terrain type of an area is possible but time consuming in the same way that large scale altering of the elevation of an area is.
Another option would be to allow players to craft an item out of things from a terrain that they could 'plant' and it would grow into that terrain.

Put town charters back on the cash shop with the new higher price in game. Or adjust the price down some. I agree that 2500 was too cheap and easy to use for griefing, but 8500 is too much to be affordable to newer players quickly, even if working in a group. It certainly isn't worth approximately $80 USD in silver. (going by the 10k silver for $99.99)
