Where is this tending fields skill or action or whatever,

I can't find it anywhere and i do have hoe and a field

Plantation Management
New Skill: Plantation Management.
The upkeep on a field now has a ‘floor’ that is based on this skill. All existing fields still have 50% upkeep floors. A field that is growing may be ‘Tended” and doing so will permanently lower the upkeep floor of that field depending on the quality of hoe that was used.

Plantation Management is quite a high skill requiring 182 stocks and cultivars, amoungst other proficiencies, I assume it also has a prerequisite of Three field system. Once you have the skill you can right click on growing fields and "Tend" them, doing so will require a large amount of phlegm... not sure exactly how much but pretty sure its 50 (with an iron hoe).

I don't know as I already had most skills when the patch hit. If you learn a new skill and it appears let us know.
