The problem i see with stealing keys or losing them is as followed.
If all master keys are gone, you have gates you can never open.
Currently most smart people will have master copies of keys attuned to alts, incase youre main is killed, then re-attune the master copies back to the new character after inherritance, or keep the master keys in the most secure part of youre settlement, but again if raided and lost youre gates become worthless. Meaning you would need to remove them all if im not mistaken and rebuild.
I would love to see a key handler in providance, were you can give a key to an npc, pay a fee and they will pass that key onto a decendant and it becomes attuned to the decendant (part of the inherritance) or when you request it back. Maybe he can hold multipul keys in which each extra key costs alot more to hold. So having multipul claimed land and different sets keys is somewhat discouraged(due to increasing prices), but keys in general become safer.
The npc who handles estates and inheritance would seem a good choice.
