There's a difference in passage of time between points in different conditions. It's not a matter of time itself stopping. Furthermore after looking it up, since i'm rusty as ***** in the matter, it says "The stronger the gravitational potential (the closer the clock is to the source of gravitation), the more slowly time passes." , so the opposite of what you already claimed.
That's what I get for doing this from the top of my brain. You are right, it's the other way around. Same stories applies but in reverse timescale. Which would still undermines the idea we can send radio waves to the ends of the universe. Not to mention it being received by an advanced race feeling inclined to come around and say "hi! to the ones playing with sticks".
