You could just decide to "ban" the obviously more powerful leaders (apart from the ones mentioned, Poland and Arabian come to mind) in voice chat pre-game.

Isabella is the most op imo... free settler worker AND if you find lake victoria, gg.

I used to play with mah friends using the rule that N people should keep banning leaders by turns until there will be N+2 left, and then choose from the remaining ones.

Meh screw them, Austria is my favourite by far, it basically means, when you are missing a resource just give a city state like 500gold or do a quest and then buy them to get the city AND the resurce in mind.
With doing this i've managed to make 3 cities with settlers in one game, yet have 7 in total without any conquering. I would also like to point out, if you annex a mercantile city state you keep the jewelry luxury :D
