under commonwealth and government menu, you should find an option 'offer citizenship'. You can click on that then click on a person to invite them.

You must have the correct permissions on your town claim though (to start with, only the mayor can do so, and afterwards he can giove additional people that power).
I have neither the crayons nor the time to explain it to you.
