This is funny because it's simply not true that they had no tools to deal with this situation.
In the first place even someone without a town claim can use personal claim mechanics to bypass building soak values. (Being able to contest people guarding it is another story, but I doubt anyone has the coverage to ALWAYS have 5 or 6 fresh siegers at all times. I know a lot of groups that could press by having people stay up, but the quality of their play and actual IRL health would suffer from sleep deprivation.)
And while town claims may or may not deserve some changes, pclaims are also islands of safety and player control within a town. Many do not have them because of the enlightened socialism of town and general trust in their village mates, but even such groups could have "high security" areas in town by such means, or a "panic cell/Room" if you prefer that.
You also have just plain "run like scared child" to save your character at the expense of your nice things. At my village at least, and most others with consistent players, it would be more an annoyance than a serious blow to lose infrastructure. It would simply mean our next project would be recovering broken stuff.
There are other things, but I'd be beating a dead horse and I'm already going against my natural inclination (the only reason I'm doing it is because some of this is fundamental, very basic game mechanic stuff. Still, some of the the other potential answers to some of these problems are actually not that complicated.)
