Even short a brain or one of the foraged curios that give the needed PP, you can just spam crosses (I think that's the one) to get it. Takes about 10 if I recall right.

is what i was just about to suggest. Here is what i did

Use 3-4crosses
Use one random curiosity, does not have to give Perennial Philosophy, just to reset the learning ability from 25% to 70%
Then repeat.

I see Settling as the first "Big" skill you aquire. It unlocks possibly the most important feature in the game and to me it's the gateway to having an established character. With that in mind I think it's perfectly reasonable to make it a little hard by requiring PP.

But I have to agree with everyone else in this thread, if you felt like you absolutely had to spend silver to get PP you're doing it wrong. I can walk around a forest for less than 30 minutes and find a singing old log. And even if you aren't near a forest you can find an indian feather/arrowhead to get a savage charm. If that's not good enough you can also go around chopping trees and get a crossed splinter. If you can't or won't do any of that, it's still possible to get enough with some captivating flames if you do it right by using other inspirationals to reset the learning ability.

I had gotten multiple logs and savage charms before I even knew I needed them for Settling. And it didn't take me long to find another one when I needed to. I find quite a few of them when wandering around the forest. It's really not that hard.

cross shaped splinters are the easiest way to go about it. just need 1 as it gives 700. just keep chopping trees down until you get one.

Why not wander for one of the "rare" forageables? You'll probably find those faster. Even 10 crucifixes is faster.
