No, the solution is to make it less safe to raid by doing things like removing the waste claim and reducing the power of defenses. Believe me, if someone knows they might log on to find their 400 to all character summon killed at any time, they won't be building their humors that high.

The devs have already stated that there are / will be two main mechanics to prevent the established factions from being dominant permanently.
1: Guns. I believe the muskets deal a percentage damage. Even someone with 999999999999999999999999999999999999999999 blood can be dropped by a few noobs with guns scoring a bunch of good hits.
This makes EVERY half decently equipped group dangerous for even the most powerful characters.
2: The devs have stated they want Safety to be non-existant in Salem. Everyone should be raidable. This is not yet implemented so details aren't available but going by the spirit of what the devs have said so far it means even the most powerful can be raided by other groups so building characters up to incredible power just to be "invincible" could simply be ended by a summon kill.
In short, assuming the devs can implement these ideas properly, there will be little point in spending months to grind out extreme stat characters for raiding.
