First person was unable to guess bc 2-4 are wearing one dunce and two admirals.

Second person picks dunce if 3-4 are both wearing admirals - or he picks admirals if one of 3-4 is wearing dunce.

You make a good point. I'm still waiting on the answer and I'll let you know if that was a mistake or a clue.

The fourth man would shout the answer if there were 3 admirals or 2 dunce caps in front of him.

Which means that the third man can know there is a mix of admiral and dunce caps. More specifically, 1 dunce, 2 admirals.
If he sees the dunce in front, he knows he has an admiral. If he does not, he knows he has the dunce.

The third man shouts the answer in this case.

The first two are *****.
The second guy could be lucky and see the dunce cap on guy #1, after not hearing #4 he could shout the answer.


Then again, they are criminals, who are not often known for their logical reasoning and intellect. So they may just shout a random answer and hope for the best.
