I thought it said matching and then I looked again just now and it doesn't. I think my brain just added that in but in any case that's how I read the question.

It's the same as a "pair of glasses" or a "pair of scissors." Although you are using the noun as a singular, it still represents a plural because technically the pants or glasses or scissors are made up of two identical parts.

Yeah, such a stupid riddle, because using wordplay in riddles is totally not a thing.

Its an old Anglo Saxon remnant. Much like Ox, and Oxen, both can mean singular and plural. Aurochs, Aurochsen too.
