To my knowledge running over pavement does not mitigate the phlegm cost. Admittedly I don't pave so I may be wrong.

I didn't say add phlegm consumption for walking.
I proposed:

Obviously for those kind of movement that already consume phlegm... ever tried running on sand or through underbrush?


Also Dammit you didn't get the point... Of course we already have different movement styles that are faster at a phlegm cost, the idea was to introduce a difference based on which kind of terrain you are moving on, and not just paving.
It could be just speed. Or it could be an increased consumption ratio when wandering or running.
I was lucky...
