What the rule of decay?
It look like unfinished coal pile is not decay at all but unfinished timber pile decay with speed of light if not on claim
What the rules?

If it's off claim, it will take random decay ticks (unless it's a well or mine entrance). Since it's random, one structure may last for months while another is gone in hours. There' no real way to predict except to say that sturdy things like houses and smelters will probably last longer than timber piles and coal clamps, which have low hp.

Im abit confused, I found other posts saying that decay is only active outside of claims, but personal or town claims both count as claims and thus items dont decay on either. Is this accurate?

Correct. Both claims must have upkeep paid to prevent decay, though.

What about an item that is only halfway on a claim? Does it count as being on a claim for all purposes if it is at least partially on it?

There's no such thing. An object is always considered either on or off claim. If something is on the claim border it can sometimes be tricky to tell which state it's in.

Every structure has a 'center' pixel. It's the one you grab when you pick it up and it's where the sign is placed when you build it. If that's on claim, you're safe.
