Good luck doing anything related to inventories. Also, how would you do hotkeys?

Once it's fully integrated into Facebook, the android Facebook app should work to play Salem.

It is definitely possible to do some simple stuff, like chat client, access to inventory and skills. With some botting trickery it would be possible to access nearby inventories and crafting tools. It will require considerable amount of work, but doable.

You can install most GNU/Linux variants on android phones and run them well, i think this would do fine, especially given how much java android already uses, the real question is, would the battery last

I really dont think it would be that pleasant or smart to play on one unless you didn't care about the character

Play - no.
But I guess many hardcore players would like an option to do some stuff during work or generally when not near PC. Things like gluttoning, or filling / lighting smelters, or just to check up on their town. Or whip their slaves / bots in case of the tribe.
