I think everything was for balance.

You've essentially taken every runner in the race and shot each one in the foot.
Do you think that anyone will want to start the race? Do you think that the ones that do try will keep running for long?

Or do you think people will leave the track in search of other, more fun and rewarding races elsewhere.

I think the purpose was to drive up store purchases. Now, the runners can buy either new feet or wheelchairs from the Salem Store, depending on how much they want to spend, and how much of an advantage they want to have.
