Well this may be conjecture but New Vegas was released in 2010? And Fallout 3 2008? Oblivion 2006? And Skyrim 2011?
You see the fluke in New Vegas there? That is because Todd Howard and Bethsoft had little to do with New Vegas at all but in-name.
If we follow the production to development cycle we get an average of 5-6 years. And given the modding success of Skyrim, 2016 seems a legit date for The Elder Scrolls VI. New Vegas breaks that cycle because Obsidian Entertainment did the game. If Bethsoft was brilliant and wanted to repeat New Vegas' success, they will have dished out the rights of development to another outside Studio, with access to the Creation Engine, hopefully. Otherwise...you have to now add another 2 years into the cycle from 2010, for a new engine to be developed, because lets face it, Bethsoft was absolutely genius by finally breaking down and doing their own engine in-house.
New Vegas was a hit, and this is my theory:
Original Fallout developers, developed the title...amazing, right?! Whoddathunkit?!
You got Josh Sawyer directing, Mark Morgan composing, and Chris Avellone writing. What you get in the end is a canonical title, that fits, works, and is Fallout classical material.
Now judging Obsidian Entertainment's track record, it seems they devote their staff to two titles at any given time between 2-4 year cycles. As of this moment they're already in the 2014 cycle for a Southpark game and Pillars of Eternity(the jewel title imho). So I don't see them having any resources available previously for a next-generation title. So Obsidian is ruled out.
You find the same problem in the other half of the original Fallout developers: inXile Entertainment. So they're ruled out as well.
What does this leave us? Either Bethsoft, who does have the resources to pull it off on their own steam in the background, or they licensed the development to some unknown or up-and-coming studio? Both options scare me, and leave a bad taste in my mouth. I would conjecture that at this time, for the sake of the IP, Fallout 4 has not entered the production cycle, and is on the backburner until otherwise. Which doesn't leave me happy either...
I hope I'm right...I hope I'm wrong. A catch 22 as they say.
