While I might get 50-90Mbps in the US... just about anywhere... in Sweden I'm limited to 4Mbps per client;.... and oft-times even that is limited.
It's just an issue of where you are vs where the server is...
When Jorb joins the 'new world' and bases at least one server US domestic... I doubt you'll ever have an issue.

The bandwidth requirements to run salem (beyond loading the resource files to your cache) are VERY small. on the order of a handful of kilobytes per second. No way anyone in the "new world" would ever be noticeably slowed down by the bandwidth requirements.
That said, the issue does seem to be pretty specific to your system. I see no reason why RAM shortage would imply cursor issues: it would result in an overall slowing down of your system (which would be very noticeable), because windows will revert to hard drive paging.
If I had to hazard a guess, I'd point fingers at your java version. Have you kept it up to date? The easiest way I can think of to check your java version would be to run javacpl.exe from your computer and press the "about" button, like so (incidentally, this is the latest version) :

Start from making sure both your java version and graphic card drivers are up to date (I doubt it is the latter, but it doesn't
usually hurt to keep it up-to-date).
As a side note: up until recently I'd have recommend to keep nVidia drivers outdated because of crash issues. However, loftar's recent update of the server's copy of the JOGL libraries should have fixed that particular bug with nVidia v331 Game Ready drivers - nothing holds you back to update the drivers again!
