I'm assuming that's respective. 4s / bear cut, 6s per steak? But it does kinda read like he's paying 12s for a bear steak.

No, I think you had it right with the 12s per bear steak.

4s for a beaver cut, 8s for a beaver steak, 6s for a bear cut, 12s for a bear steak.
