I am confused about this subject. I have found scents before and attempted to track. What can I do with the evidence? Also someone left evidence in a barrel in Boston what can I do with that?

You can summon the person who left it, if you find their homestead.

or at your own homestead if the perpetrator (stupidly) doesn't have one
