Milkweed Jute

I had 5% pure milkweed, char it and it's still at 5% then I wash it off and it drops to 2%. My question it, is this a bug or is jute purity effected by the water you wash it in?

Hell if I know. Would make more sense if the milkweed had most influence and water had a little.

Interestingly, precious soot flakes you get from washing off charred milk weed jute also seem to be primarily determined by the purity of the water rather than the milkweed. So it's best to wash your jute off in high purity water even if the purity of the jute has little or no importance.
