Is the Strike cutting twice on planted trees a one time deal or do they give more saplings later?

They regrow. Shouldn't take more than a few days / a week.

Regrowth can be a bit random so don't get discouraged if it takes a little longer.

In my experience it takes 2 to 3 weeks to regrow, its faster to plant a new tree the harvest from it before it actually regrows from the saplings, I have never harvested from a tree before the sapling i just cut grew into a full mature tree, in fact you can almost grow a new tree from the sapling you just cut, take sapling from it and grow another one, take the sapling from it and still not have a regrowth on the original. For something that should take just a few days takes weeks.

It's just random. I've had trees regrow sapling in a few days, and I've had trees NOT regrow saplings in months.

As i said in some other thread: if you want to raise the amount of regrowing saplings, simply plant more trees. If you have like 50-100 trees, you will have almost always new saplings.

i head they regrow at a random decay tick.
does that mean that a tree on claimed ground doesnt regrow the cuttings?

it does. The "decay ticks" hit on claimed land as well, but they do not trigger the decay itself.
