Memorize owner bug?

Does anyone know how to replicate this window (Memorize owner)?
I've been digging on a personal claim of another character and I right clicked the ground and had this window appear called "Memorize owner". That's pretty useful. Perhaps I can memorize owners of claims that I find. Is this possible or did I just happen to stumble upon a UI bug? I've noticed that I sometimes get weird window/button popups completely irrelevant to what I'm doing. THey usually have no effect when I click on them though.
