Does Forage also increase the chance of finding items in stumps and logs like it does for regular foraged items?

Foraging and wandering do not affect stump spawns, you can check this by checking what is in the stumps and then leaving the area, turning Forage/wander on and coming back, there will be more stuff on the ground but not in the stumps.
Stump spawns are affected by decay tick, iirc.

Can you elaborate a bit on what you mean by decay tick and how it works?
