Town mayor inactive, how to replace??

Hi salem comunity, my pals and i have an issue with our town :
Our town claim is 0/750, our mayor went inactive long time ago and everything within the town is decaying very fast.
I have compacts & constitutions and i am citizien of this town , but when i right-click on the town bell nothing happens... how can i become mayor to replace him?

The previous mayor must manually resign.
That is, touch the idol, and click 'renounce mayorship'.
After he does that, any village member that has compacts and constitutions can grab the mayor position.

In your case, if the mayor won't be back to manually resign, the easiest way would be to destroy the village idol. You can do that when it has no authority.
Once that's done, place a new one.
You might have to destroy and replace flags / cornerstones too.

thank you for the quick awnser,

does destroying the town idol ( i guess you mean bell) destroy any of the buildings within the village?

Not directly, but until you put a new village over it, buildings and objects will become vulnerable to decay damage.
