So if I put a town bell next to someone elses pclaim, does that mean I can safely steal and destroy stuff from that pclaim? and can i take over pclaim and kick original owner from claim?

You need to use the 'Invoke imminent domain' action on their claim stone. This will destroy the claim stone and will drain silver from your town bell equal to 2x the size of the claim you are destroying.

If the imminent domain cost is larger than your towns maximum authority, then you will need to build border stones to increase your towns authority.
