Get the Ender program, and then you can push Cnrtl +L and place a grid that allows you to level the ground perfectly

All the fancy overlays in the world won't help you if you don't know the easiest techniques to use.
When digging: hold ctrl+click the terrain. All corners are lowered so that the tile is perfectly flat.
When holding dirt: hold ctrl+right click will raise all corners to the height of the highest one. If it's a steep enough slope, you might not have enough dirt to raise it completely with one full ball.

You might be on the wrong terrain, too.

Make sure you have some space around the building. If your to close to an edge, it might not let you build.
