How long does it normally take for a tree stump to spawn new items like cobwebs or snake skulls?

That depends on where you are it seems. In my wanderings I have rarely found anything in the darkness.

Maybe that means stump spawns are more common near boston. In that case, it would be advantageous for everyone to plant many trees right outside of the Boston claim, then. I'll have to keep that in mind.

It might be dependant on hunting/gathering skill when you enter darkness though. I havent seen anyone mention this.

Items in stumps spawn when other items spawn--at a map load event. This is the best theory I've seen so far. What is unknown is the frequency. 1%? 10%?

Stumps spawn items if people pass the stumps but not check it.
So, example, you know some stumps which you pass alot; check them every 2 days or so ( given you passed them a few times ) they should/can contain items.

Checking the stumps resets it and you have to pass them and wait a while again.

Stumps near settlements, if they are not checked, can have a lot of items in.

Does anyone know if there is another ruleset on this subject in the darkness? Or is it because noody has been there before? I have walked far and all I have found was a smooth stone and a chestnut.

It's because no one goes in the darkness. You need players to load the area by being in the area to have a chance at spawning items in stumps. For every 10 full hours I spend exploring the darkness I will find 1 claim.

On the wiki it says

Each time map is loaded from server there is a chance for random spawn of one of those items:
Abandoned Cobweb
Dried Timber Rattler Skin
Earthworm Python (rare)
Singing Old Log (rare)
Smooth Stone
Stone
Stray Chestnut
Whispering Snake Skull (very rare)
Worm

Does anyone have any idea about say how rare is a cobweb compared to a stone compared to a singing log?

If I had to guess I'd say:
Stone > smooth stone \ stay chestnut / worm > dried timber rattler skin > cobweb > singing old log > silver > earthworm python > wss

As far actual rates I'm stumped, no pun intended.
