treasure chest in town

Does anyone know what the function is of the treasure chest in Boston. I just noticed it for the first time. I don't think it was there before.

it is usually player based, and will swiftly be nuked by the devs. It's a completely safe storage (since it's locked, and noone can destroy things in boston). Until it is nuked, that is.

He probably built it outside of town then carried it into town.
Edit: It has been moved to inside the building on the pier.

Wow, I didn't realize you could lock a chest. That's awesome! I've got about a bazillion locks to make now
