Wiki is messed up when it comes to required proficiencies (skill tree).
You need some other, unlisted skill as a prereq to Botany (my guess would be Agriculture, but it can be lots of things).
When you figure it out, please update the wiki with the relevant info (IIRC, you should add Botany to the "used by"* list in Agriculture, if Agriculture really leads to Botany, the "requires" field in Botany will then automatically be updated.)

*or some such.

EDIT: oops, I see you got Agriculture... maybe Cotton Planting, or Simple Cooking, as Potjeh suggested.

Try learning Simple Cooking. Just a guess.

Actually, try getting A Formal Education. That may tie in. I think most vets got the education stuff really early on, so we dont know if its actually required.

Hm, yeah, that does make more sense.
