Dunno about the required skill. If i remember well, that recipe appeared after i got Seamanship. But it was also the last of the "cooking" skill i had to get. So...probably some other "high" culinary skill is needed to get it.

I've caught a hellish halibut. Pisces Icariot sucks ass and they yielded nothing interesting from several butchers.

HH is very hard to catch, and the recipe is a BB food, which is one of the easier stats to get anyway.

Big fat meh from me personally.
