You're asking a guy that is willing to go through the effort and, might I add, very great expense this question when he probably doesn't give two (expletive deleted)?
The question was posed back when the buffer zone between personal claims was removed, and I personally made sure jorb saw the post, and the answer given above was the exact same one I received about it. I was even going to log in and grind out the silver to start doing it just to make a point if I didn't get the answer. Later, darwoth saved everyone the expense and did it, but he didn't know "the word of god."
Now, we have the fix, which was there in the first place. (It also helped that players were walling off other claims and such in a way to prevent a target from leaving their own claim.) At this point, no, there will probably be no intervention as it would be impossible to wall off a city so that nobody can leave. Of course, nobody leaves by "walking out" anyway if they're new (or at least shouldn't if they're smart). That's what the wilderness guide is for.
