Wiki says this just needs agriculture but I do not have it listed under what skills I can train. What are the new requirements for the skill?

Maybe gardening? I'm just guessing, someone else has probably leveled a character more recently.

I just got 3-field system and...I don't remember what the pre-requisite was! I've had gardening and agriculture for a while, but do not recall what first made it available.
Anyways, given that it costs 4500 Stocks&Cultivars, there are a lot of skills you're probably going to be learning first before you get to that.
However that doesn't answer your question. Jaunt's guess of Gardening sounds believable.

Does anyone know what the numbers are for fertilizer use with Three-Field System? The wiki doesn't say.

No thatsnot true - I had three fields available for study before I studied cabbage growing or cotton planting

Seconded.
As for influence percent, I think I read elsewhere that it doubles your fertilizer mod for influence.
