Can you summon over walls, if lean-to is set as homestead and right beside walls?

Yes, but you can't shoot over walls. You can stomp, but it's got fairly short range.

Be advised, if the homestead is set to a claim, you can summon on any tile of that claim.

So if the criminal is smart he has is homestead set on a leanto in the middle of a tightly defended compound?

This is extremely outdated information. You CANNOT summon over the LOS of a homestead now and a wall blocks LOS.
